Ady,

The StarTeam Web Edition is a Java based client that currently provides access to StarTeam 's Change Request Management functionality through a standard web browser interface. This client is scheduled to be available as a full StarTeam client by the end of the year.

A Visual SourceSafe client cannot access the StarTeam Server. (As far as I know, there is not a VSS client available for the Mac.)
