Yes there is by using the Command Line Interface in StarTeam and the command "server-mode". You need to schedule a batch file to be run before you run your backup. Most backup software has provisions for executing a command such as a batch file before and after the actual backup runs.
The following example uses stcmd server-mode to lock the server using port 1024 on Orion.
stcmd server-mode - "JMarsh:password@Orion:1024" -mode lock
